Step 4.
Install jumperwire between red wire at circuit breaker 4 and a known good ground.
Then check for continuity across red wire from cord reel receptacle box, red wire
connection, to a known good ground.
If there is no continuity, go to Step 16.
Step 5.
Remove jumperwire and check for continuity across red wire from cord reel receptacle
box, red wire connection, to a known good ground.
If there is continuity, go to Step 18.
