Replace fuse. If new fuse blows, check for short to ground between fuse panel and lights.

Step 1. Check for defective internal motor.
Replace motor (paragraph 4-122).
Step 2. Check for binding mechanism.
Disassemble, clean and reassemble as required.

Check if internal brush is too worn or corroded.
Clean or replace brush (paragraph 4-122).
